I have spent Thousands over the years but below is about the cheapest you can go and still have a nice stuff to work with.
Musts:
sm tubes of oil paint, try to get a somewhat good brand like Gamblin, student oils have a lot of fillers and are harder to work with.
Black
titanium white
Prussian Blue
Hans yellow Medium
Napthol Red
Phthalo Green
Raw Sienna
Burnt Umber
These are the cheapest versions of primary colors plus a couple of earth tones.
So average of $8/tube =$64
Your Canvas premade if you want to go cheap you can get for under $20 but I would get some gesso and coat a couple more times:

You you want to go nice all sorts of prices.
You need small bottle of Linseed oil and some paint thinner the best thinner is called gamsol, it's a little more but it is with it.

Brushes I would get a few bristle a medium round and filbert shaped,
a small round and filbert shaped. One large Flat bristle brush for large areas and one small say a size sable round brush for details.
This is where you shouldn't skip, these brushes will last and also they are your tools, I calculate for half way decent ones $40 at least.
so cheapest about $120.00
but you can paint many more paintings after this.
